libapp-cmd-perl software package provides Perl interface to write command line apps with less suffering, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libapp-cmd-perl
libapp-cmd-perl is installed in your system.
Make ensure the libapp-cmd-perl package were installed using the commands given below,
$ sudo dpkg-query -l | grep libapp-cmd-perl *
You will get with libapp-cmd-perl package name, version, architecture and description in a table
